A few Good Programmers or lots of Average ones?

Quite some time back I was generally browsing the net and I came across Joel Spolsky. He had recently published his book, "The Best Software Writing I: Selected and Introduced by Joel Spolsky". It is a compilation of essays that come from online sources. I liked many of them but somehow I never returned to Joel Spolsky's site till today. The essay ("Hitting the High Notes" is what I read today and it set me thinking. He does seem to make a lot of sense. But doesn't that seem contradictory to the way the Indian Software scene is shaping up?
